The Nigerian Safety Investigation Bureau (NSIB) has been moved from the supervision of the Ministry of Aviation and Aerospace Development to the direct oversight of the Presidency.
The decision was approved by Bola Ahmed Tinubu on March 5, 2026, and formally communicated to the Minister of Aviation and Aerospace Development, Festus Keyamo, on March 11, 2026, for immediate implementation.
As part of the directive, the Office of the Attorney General of the Federation has been instructed to amend the NSIB Establishment Act 2022 to reflect the new reporting structure and forward the necessary amendments to the National Assembly of Nigeria.
The NSIB was created under Act No. 35 of 2022, replacing the former Accident Investigation Bureau (AIB), which previously focused solely on aviation incidents. The bureau’s mandate has since expanded to cover accident investigations across multiple transport sectors, including air, marine, rail, and tracked vehicle systems, making it Nigeria’s only multimodal accident investigation authority.
Following the transfer of the NSIB to the Presidency, five agencies now remain under the Ministry of Aviation and Aerospace Development. These include the Nigerian College of Aviation Technology (NCAT), Nigerian Civil Aviation Authority (NCAA), Federal Airports Authority of Nigeria (FAAN), Nigerian Meteorological Agency (NiMet), and the Nigerian Airspace Management Agency (NAMA).
