President Bola Tinubu has ordered the immediate reinforcement of security at the National Institute for Policy and Strategic Studies (NIPSS), Kuru, Plateau State, following a recent bandit attack on the institution’s perimeter that claimed the lives of two soldiers and a police officer.
The directive was conveyed on Friday by Vice-President Kashim Shettima during a visit to the institute, where he addressed participants of the Senior Executive Course (SEC) 48, 2026, on behalf of the president.
Shettima said the Federal Government had activated emergency security measures and directed the Director-General of NIPSS to work closely with the Armed Forces, the Nigeria Police Force and the Department of State Services (DSS) to immediately strengthen security around the institution.
According to him, President Tinubu has also ordered the submission of a comprehensive action plan within 72 hours, detailing permanent security reinforcement measures, including surveillance systems, personnel deployment, access control and emergency response mechanisms.
“President Bola Tinubu has directed that emergency security measures be activated immediately. A comprehensive action plan and timeline for permanent reinforcement must be submitted to the Office of the Vice-President within 72 hours. Weekly progress reports will follow until full implementation,” Shettima stated.
The vice-president described NIPSS as Nigeria’s foremost policy and leadership institution, stressing that its protection remains a national security priority.
He expressed the Federal Government’s condolences to the families of the slain security personnel, assuring them that their sacrifice would not be forgotten.
“We mourn with their families and honour their service. Their children will be our children, and their welfare will remain our responsibility,” he said.
Shettima noted that rather than instilling fear, the attack showcased the courage, discipline and resilience of participants, staff and security personnel at the institute.
He commended the participants of SEC 48 for remaining calm during the incident and praised the leadership of NIPSS Director-General, Professor Ayo Omotayo, for coordinating a swift response with security agencies that secured the facility and ensured the safety of all participants and staff.
The vice-president also acknowledged the efforts of the Director of Studies, Mr. Nima Salman Mann, for helping maintain order and ensuring the safety of the institute’s community during the crisis.
Earlier, Plateau State Governor Caleb Mutfwang thanked the Federal Government for its support and solidarity following the attack. He approved requests by the institute for the creation of a buffer zone around the facility and the installation of security lighting and other protective infrastructure.
Presenting an incident report, NIPSS Director-General Prof. Omotayo appealed for additional security personnel and surveillance infrastructure, including CCTV coverage, to strengthen security at the institution.
Representatives of the SEC 48 participants, Dr. Toyin Sanni and Dr. Kabiru Abba, expressed appreciation for the government’s swift response, assuring that participants remained committed to completing their programme despite the incident.
The Federal Government reiterated its determination to safeguard strategic national institutions and ensure that future attacks are prevented through enhanced security measures and improved coordination among security agencies.
