In a decisive move aimed at empowering landowners, encouraging fresh investments, and promoting transparent land administration, the Enugu State Government has announced a 50 percent reduction in fees for the processing of Certificates of Occupancy (C of O) and other land-related documents.
The policy, approved by Governor Peter Mbah, was announced by the Managing Director and Chief Executive Officer of the Enugu State Geographic Information System (ENGIS), Mr. Chiwetalu Nwatu. He described the initiative as another milestone in the administration’s reform-driven, people-centered, and investment-friendly governance agenda.
According to Mr. Nwatu, the 50 percent discount window will run for 45 days, beginning from October 15, 2025, allowing landowners and investors to process their C of O and other title documents at about half the usual cost.
He explained that the new policy was designed to make property ownership more accessible, particularly for unregistered landowners, low-income earners, and the poor who have long struggled to afford the cost of land documentation.

Mr. Nwatu further assured applicants of faster and more efficient service delivery, noting that under the current administration, Certificates of Occupancy are now processed within 48 to 72 hours — a remarkable improvement credited to the full digitization of land processing and verification systems in the state.
He added that the automation of ENGIS operations has eliminated bureaucratic delays, enhanced transparency, and curbed revenue leakages previously associated with land transactions.
“Beyond affordability, this initiative is about restoring public trust and promoting compliance. We encourage all residents and investors to take advantage of this limited-time offer to secure their titles legitimately,” he said.
Highlighting the governor’s commitment to inclusive growth, Nwatu disclosed that industrial and commercial property owners will enjoy even greater reductions of over 65 percent under the new regime.
He emphasized that the initiative will not only boost land documentation compliance but also strengthen property rights, unlock private sector capital, and position Enugu as a preferred destination for sustainable urban development and investment.
“By easing access to vital land titles, Governor Mbah is removing long-standing barriers to property ownership, stimulating investor confidence, and laying the foundation for lasting economic prosperity,” Nwatu concluded.
