NEMSA Launches Guidelines to Strengthen Renewable Energy Integration

The Federal Government, through the Nigerian Electricity Management Services Agency (NEMSA), has launched national guidelines for the interconnection of solar mini-grids to electricity distribution networks, marking a significant step toward expanding energy access and strengthening Nigeria’s renewable energy sector.

The initiative, implemented under the Nigerian Energy Support Programme (NESP) with technical support from the German Government and the European Union (EU), also featured the handover of solar testing equipment to NEMSA to support regulatory and technical oversight.

Speaking at the launch in Abuja, NEMSA’s Managing Director and Chief Executive Officer, Olusegun Adesayo, described solar mini-grids as a vital solution for providing electricity to underserved and unserved communities across the country.

He noted that while access to electricity remains critical for economic growth and social development, the rapid expansion of interconnected solar mini-grids within the Nigerian Electricity Supply Industry (NESI) requires clear technical and operational standards to ensure safe and efficient integration into existing distribution networks.

According to Adesayo, the newly introduced guidelines outline comprehensive procedures, technical requirements, interconnection models and operational standards aimed at maintaining grid stability, power quality, system reliability and public safety.

He added that the framework would reduce uncertainties for investors and developers while fostering stronger collaboration among distribution companies, regulators, mini-grid operators and other stakeholders.

“We are confident that this document will significantly enhance investor confidence and accelerate the deployment of interconnected renewable energy systems across Nigeria,” he said.

Also speaking, the Permanent Secretary of the Federal Ministry of Power, Mahmuda Mamman, represented by Mustapha Abba, highlighted the strategic importance of renewable energy in achieving the government’s objectives of expanding electricity access, strengthening energy security and promoting sustainable economic development.

He noted that both interconnected and isolated solar mini-grids are increasingly providing reliable electricity to communities and businesses that previously lacked adequate power supply.

Mamman said the guidelines would help address technical and operational challenges associated with integrating solar mini-grids into existing electricity infrastructure, while also improving reliability and encouraging greater investment in the sector.

He commended NEMSA for leading the development of the framework and acknowledged the contributions of NESP, the European Union, the German Government and GIZ to the project.

The Head of Cooperation of the European Union Delegation to Nigeria, Mr. Massimo De Luca, stressed the need for strict adherence to technical standards as interconnected mini-grids continue to gain traction across the country.

He said maintaining high standards during the integration process is essential to ensuring reliable electricity delivery and protecting the interests of communities benefiting from the projects.

Similarly, Dr. Karin Jasen, Head of Development Cooperation at the German Embassy in Nigeria, reaffirmed Germany’s commitment to supporting Nigeria’s efforts to expand sustainable energy access, strengthen institutions and attract private-sector investment into the renewable energy sector.

Stakeholders at the event expressed optimism that the new guidelines would accelerate the deployment of solar mini-grids, improve electricity access and support Nigeria’s transition toward a more sustainable and resilient energy future.
