Electoral Act: APC Reps dominate House panel

THE Speaker of the House of Representatives, Femi Gbajabiamila, on Tuesday, constituted a conference committee on the Electoral Act 2010 (Amendment) Bill.

The committee has the mandate to harmonise the differences in the versions of the bill passed by the Senate and the House.

President of the Senate, Ahmed Lawan, had last week inaugurated a similar committee to unify the versions.

Members of the ruling All Pro gressives Congress who have expressed opposition to the electronic transmission of election results enjoy a clear majority in the House committee.

Only two out of the seven-member committee are from the opposition Peoples Democratic Party. Members of the committee are: Akeem Adeyemi as Chairman (APC/Oyo State), James Faleke (APC/Lagos), Chris Azubogu (PDP/Anambra), Ahmad Kalambaina (APC/Sokoto), Blessing Onuh (APC/Benue), Aisha Dukku (APC/Gombe) and Unyime Idem (PDP/Akwa Ibom).

Adeyemi, is Chairman of the House Committee on Communications that oversees the Nigerian Communications Commission.

The NCC had earlier told lawmakers that Nigeria currently lacks the technical capacity to adopt electronic transmission of election results.

Dukku, is Chairman of the House Committee on Electoral Matters, which processed the original bills that proposed the amendments to the Act.

If members vote on clause-by-clause basis across party lines, the APC would maintain the simple majority or two-thirds on whichever rule is adopted.

While clause 52(2) of the bill on electronic transmission of election results had generated the biggest controversy in the House, the Senate had gone ahead to strip the Independent National Electoral Commission of the powers to use any other device beyond the card reader.
