Enugu Govt Approves 45 More Layouts for Revalidation, Expands Digitization Drive to Strengthen Land Records

The Enugu State Government has approved 45 additional layouts for revalidation and digitization under its ongoing Survey Records Digitization Programme, bringing the total number of layouts captured so far to 150 across the state.

The announcement, issued by the Office of the Surveyor General on Friday, marks another significant step in Governor Peter Mbah’s land administration reforms aimed at achieving a fully digital, transparent, and verifiable survey system that guarantees ownership rights and eliminates land-related disputes.

According to the statement signed by the Surveyor General, Surv. Chime Justus U., the state government has also designated new Revalidation Centres and accredited more licensed partner agents to ensure that landowners can easily access the verification and digital conversion services.

The digitization programme requires all landowners, estates, and plot holders within the listed layouts to submit their survey and layout documents for verification, digital processing, plot mapping, and issuance of new electronic survey plans and certificates.

The government fixed December 31, 2025, as the compliance deadline. After this date, any layout not revalidated will lose official government recognition, and plots within such layouts will be tagged as unverified in the State Land Database.

The newly approved layouts include major government layouts such as New Haven, Thinkers Corner, Achara Layout, Maryland, Sun City, Old GRA Nsukka, and New GRA Trans-Ekulu. Several private layouts, including Palm Beach Obukpa Nsukka, Unity Estate Ugwuogo Nike, Royal Estate Ibagwa Nike, Heritage Estate Onyoho Nike, Paradise Estate, and Umunameze Community Layout Estate, were also added to the list.

To enhance accessibility, the government designated five Revalidation Centres:

  • Office of the Surveyor General, GRA, Enugu
  • ESHDC Headquarters, GRA
  • ENGIS Headquarters, Ebeano Estate
  • Nsukka LGA Secretariat
  • Enugu East LGA Secretariat, Nkwo Nike

Additionally, 14 partner centres and licensed agents—including Copen Services Ltd, MATJON, Zenith Surveys & Property Services Ltd, SONIK Konsult Ltd, Geosynergy Services Ltd, Degree Group Ltd, and others—were approved to support the digitization process.

Landowners are encouraged to visit any of the designated centres or licensed agents to complete the mandatory revalidation process before the deadline.
